Lots of dogs have known each other since they were puppies and most are off leash but under command of their owners while in the park. It's a social event for both owners and dogs. Police got a complaint that a woman was concerned for safety of her child because of dogs off leash so police had to investigate. Here Officer V.O. Armel of Fairfax County Police talks about the problem with Robert Fowler who is President of the Kennel Club.
