This is a neighborhood basketball center housed in an old fieldhouse on the grounds of the Michigan State Fairgrounds, open to children and adults who pay $8 to play basketball all day and night, if they choose. It's in a fairly tough neighborhood; many of the houses nearby have been burned, trashed and abandoned.
